One of the major areas that needs to be addressed for higher education innovation:  Credit for mastery of a topic rather how many hours a student attends class.  We just need to think outside the box in assessing learning.  The DoE rules allow it, but bureaucracy discourages it….and no one, not even Western Governors University is actually using it.
